    The Emerging Leaders Program is open to Norfolk residents, ages 16 to 19 with positions available in over 20 City departments. Gain valuable work experience while taking part in work-readiness and financial planning workshops, networking with City employees, and participating in Q&A sessions with Norfolk City Manager, Marcus D. Jones.

    You must be at least 16 years of age and have completed the tenth grade in order to be considered for employment for these positions.
